本课程是面向行政管理专业的公共基础课，其内容主要包括了二战后世界经济与政治的总体发展演变概况，战后发达资本主义国家、发展中国家、社会主义国家、转型国家的经济政治和外交的发展情况，当代世界主题与国际经济政治新秩序，我国的对外战略及外交政策的基本原则。并在坚持马克思主义基本原理和立场的基础上，对世界经济和政治发展中的问题进行了分析和说明，特别是重点介绍了我国四代领导集体在不同的历史时期所制定的不同的外交战略，以及我党的外交战略思想。通过对本课程的学习，要使学生在了解历史概况的基础上，能够运用马克思主义理论的基本原则和方法来正确认识和分析具体的历史事件，特别是要能正确对待苏东剧变等历史事件，结合当前经济全球化和政治多极化的现实，能够正确理解和把握我国当前的外交政策。
