本课程主要是研究和探讨市政管理活动、管理规律、管理原理和管理方法的课程，是行政管理学专业的专业基础课。其主要目的是通过本课程的学习使学生了解和理解市政管理概念、市政体制、市政职能等基本原理，掌握城市规划管理、基础设施管理、房地产管理、人口与社会管理和公共事业管理的基础知识和基本方法，为从事城市行政管理工作奠定基础。
