行政法与行政诉讼法是规范行政权力的法律，是重要的部门法。我国的行政法制建设自20世纪80年代中期以来，已有了突飞猛进的发展，行政立法已逐渐完备，行政法与行政诉讼法学的理论已趋于成熟，因此行政法与行政诉讼法已是我国法学教育中不可缺少的一门法学主干课程。我国行政法与行政诉讼法内容丰富、涉及面广、表现形式多样，要在这一门课程的讲授中将其全部包容是不可能的。根据我们多年来的教学体会，我们尽可能着重阐述我国行政法与行政诉讼法的基本原理、原则，即把全部行政法规范中带有共性和指导意义的基本理论和内容归纳集中加以阐述，同时，又密切结合公安实际工作的知识需求。通过学习，使学生初步掌握我国行政法与行政诉讼法的总体轮廓，熟悉行政法治的基本状况，并初步掌握行政法治实践中需要的一些基本知识和技能，提高运用行政法律规范进行诉讼、处理行政纠纷的能力，为以后学习各部门行政法和各类具体行政法规范以及从事行政法制工作提供重要的理论指导，为其将来依法行政或者依法维权奠定必要的知识和能力基础。
