本课程为行政管理学专业选修课，主要作用和任务在于通过运用行政管理学、行政组织学、公共政策学的基本原理和方法分析具有比较复杂的背景而且具有一定分析难度的行政管理和公共管理典型案例，培养和锻炼学生发现、分析和解决行政管理和公共管理的问题的基本能力，为他们从事行政管理和公共管理奠定基础。本课程包含行政职能、行政体制、行政组织、行政责任、行政领导、行政决策、行政执行、行政效率、行政监督等九方面的内容。每部分内容都先讲述理论，然后通过三个案例具体分析，案例教学方式应当多种多样，如小组讨论，模拟、辩论等多种方法。通过案例分析，使学生对于上述九方面的内容所存在的突出问题有一定的了解，理解和掌握分析、解决与案例相近类型的公共管理问题的的思路和方法，然后进行案例评析，最后是总结思考，注重解决问题能力的培养。

The course is an elective course for the students majoring administrative management. First, the main role and task of the course is to analyze the cases, which have complex background and certain difficulty of typical administrative management and public management, with the use of principle and method of administrative management, administrative histology, and public policy. Second, to develop and strength students’ basic abilities of discovering, analyzing and solving the problems of administration and public management, to lay a foundation for their future job of administrative management and public management. This course includes administrative function, the administrative system, administrative organization, administrative responsibility and the leadership and administrative decisions, administrative execution, administrative efficiency, administrative supervision. The theory goes first in each part, and then through the detailed analysis of three cases (such as group discussion, simulation, debate and so on) enables the students to have a basic understanding in outstanding problems of the above nine aspects, and a certain degree of understanding and mastering in their vision, analysis abilities and problem solving abilities in similar types of administrative cases.
